Romanian EORI-numeron tarkistus (Autoritatea Vamală Română — AVR)
Validate Romanian Economic Operators Registration and Identification (EORI) numbers directly against official customs registries. Verify whether a Romanian RO EORI number is valid and active for import, export, SIIV customs declarations, Port of Constanța maritime clearance, and RO e-Transport compliance.
What is a Romanian EORI number (RO) and who needs one?
A Romanian EORI number (Economic Operators Registration and Identification) is a unique customs identifier issued by Autoritatea Vamală Română (AVR) (the Romanian Customs Authority) to companies, sole proprietors, and individuals carrying out customs operations in Romania and across the European Union.
Under Article 9 of the Union Customs Code (UCC), holding an active RO EORI number is mandatory for customs clearance of goods imported into or exported out of the EU. In Romania, this is vital for cargo transiting through the Port of Constanța — the largest maritime port on the Black Sea and a key hub for the Danube corridor —, air freight at Bucharest Henri Coandă Airport (Otopeni), and road freight entering via non-EU border checkpoints with Ukraine, Moldova, and Serbia. Without a valid EORI number, goods cannot clear customs and face costly port demurrage and border delays.
Romanian EORI vs. Romanian VAT Number (CUI / CIF) vs. CNP
Traders frequently confuse the Romanian VAT registration (Cod de Înregistrare Fiscală — CIF / CUI with the "RO" tax attribute) with the Romanian EORI number. While they share common numerical roots, they serve distinct legal and administrative functions:
Romanian VAT Number / CUI (ANAF / VIES)
Used for domestic Romanian taxation and intra-Community trade within the EU single market. Format: RO + 2 to 10 digits (e.g. RO12345678). An active VAT number alone does not permit customs clearance for non-EU trade.
Romanian EORI Number (Autoritatea Vamală Română / EU EOS)
Required exclusively for import, export, and transit declarations with third countries (e.g. UK, Turkey, China, USA, Ukraine, Moldova). Format for legal entities: RO + company CUI (2–10 digits). For natural persons: RO + personal CNP (13 digits). Essential for lodging declarations in SIIV (Sistemul Informatic Integrat Vamal) and RO e-Transport.
A Romanian company or foreign importer must submit a dedicated EORI registration request via the AVR online services portal (customs.ro). Having an ANAF SPV account or VAT registration does not automatically grant EORI status.
Port of Constanța Logistics and RO e-Transport Compliance
Romania operates the strategic Port of Constanța, processing millions of TEUs and bulk agricultural goods yearly. In addition, Romania enforces the RO e-Transport monitoring system, which tracks cross-border road transport of high-fiscal-risk goods using mandatory UIT codes. Validating the carrier's and trader's RO EORI number is essential to avoid severe penalties and cargo confiscation during customs inspections.
Frequently Asked Questions about Romanian EORI Numbers
What is the format of a Romanian EORI number?
A Romanian EORI number begins with the country code RO, followed by either the company's 2-to-10 digit CUI (e.g. RO12345678 for companies) or the individual's 13-digit CNP (e.g. RO1234567890123 for natural persons). Foreign entities registered in Romania are assigned RO + ISO country code + digits.
Can I check by entering only the CUI or CNP digits without "RO"?
Yes. Our validator automatically detects Romanian CUI or CNP digits and prepends the RO country code before querying the official EU EOS customs registry.
Where do I apply for a Romanian EORI number?
Applications are filed electronically through the official portal of Autoritatea Vamală Română (customs.ro) using a qualified digital signature, or directly at the regional customs directorate (București, Craiova, Galați, Iași, Cluj, Timișoara, Brașov). Registration is free of charge.
How can logistics providers and ERP systems automate Romanian EORI checks?
For freight forwarders, customs brokers, and enterprise ERP systems operating through Constanța or cross-border corridors, VIESAC provides high-speed batch verification and a unified REST API. Contact us at support@viesac.eu.
